Harb: Nijaifi’s criticism to Presidency office, CoM violates Parliament’s bylaw

Baghdad (IraqiNews.com) The legal expert, Tariq Harb, described the criticism of the Speaker Osama al-Nijaifi to the Presidency office and the Council of Ministers over not dealing with the laws that are endorsed by the Parliament “as violating the provisions of the Parliament’s bylaw”.

Harb stressed that “What was said by Nijaifi concerning threatening to strongly react against the two presidencies for they do not apply the laws that are ratified by the Parliament violates the provisions of Article no. 136 of the Parliament’s bylaw since this article grants the Parliament the right only to vote on the law drafts which are prepared by the Presidency office and the Cabinet as per the Constitutional Article no 60.”

“The bylaw does not award the Parliament the right to vote on the law drafts that are formed by the MPs or the parliamentary committees because the article 60 authorizes the Parliament to vote just on the laws that are set by the Presidency office or the Government,” he added.

It is worth to mention that the Speaker of the Iraqi Parliament, Nijaifi has criticized the Presidency office and the Council of Ministers for not applying the laws that are endorsed by the Parliament.
