Baghdad (IraqiNews.com) The Minister of Human Rights Mohamed Shiya’ al-Sudani assured that “The Ministry referred a number of files to the Judiciary related to violations practiced in prisons that were monitored and documented by the Ministry.” Sudani cited to IraqiNews.com “Most of the reports about existence of unauthorized prisons is diagnosed by the parliamentary committees and documented in reports,” noting that “The talk about practicing torture in jails is true but not in the image that is understood by others.” “The torture is not a systematic policy but rather it is an individual behavior which is confronted by legal proceedings,” the Minister added. “There is no governmental policy that allows any employee to violate the rights of a prisoner, on the contrary who is found to be involved in torturing prisoners will be punished legally and administratively,” he stressed.
