National Alliance approves NCSP draft law, with terms

BAGHDAD / IraqiNews.com: Iraq’s National Alliance, led by Prime Minister Nouri al-Maliki, has approved the draft-law on the National Council for Strategic Policies (NCSP), provided it does not violate the Constitution, a statement from the Chairman of the Alliance announced on Sunday.   “The National Alliance held a meeting on Saturday, under the chairmanship of Ibrahim al-Jaafari and attendance of Prime Minister Nouri al-Maliki and other political blocs that are members of the Alliance, and agreed on “the legislation of the NCSP’s draft law, in principle, on the condition that it does not violate the articles of the Constitution and protects the principle of secession among the authorities and guaranteeing non-violation of the State’s authorities,” the statement, as was received by IraqiNews.com news agency, stressed.   “The meeting discussed the completion of the dossier of Cabinet’s formation and filling the vacant security ministerial posts by competent and independent elements,” the statement pointed out, reaffirming the “necessity to accelerate the presentation of the candidates for those posts in the nearest possible time.”   The statement also confirmed “the necessity to bring-closer the viewpoints of different political blocs, towards the issues in-difference and to continue the constructive dialogue to find suitable solutions for the march of the political process in the country.”   The Parliament’s Thursday session had listened to the 1st reading of the draft-law on the NCSP, provided that its 2nd reading would take place in future sessions, amid comments by several blocs, saying that the NCSP’s draft-law comprises article, standing counter to the Constitution, proposing their adjustment.   The NCSP had been agreed upon in talks that took place between al-Iraqiya Coalition, led by former Prime Minister Iyad Allawi and the State of Law Coalition, led by Prime Minister Nouri al-Maliki, within the Initiative of Kurdistan President, Massoud Barzani.   The NCSP’s draft-law grants authorities, believed by several Legislatures, Legal experts and political observers, that the violate the authorities of other Constitutional authorities.
