Raising Kurdish flag violates Article 140 of Constitution

BAGHDAD / IraqiNews.com: Legal expert Tariq Harb said that raising the Kurdish flag on governmental institutions in Khaniqin County, Diala province, contravenes Article 140 of the Iraqi constitution. Harb told IraqiNews.com that “the adoption of Article 140 on the disputed areas should be through normalization stage, census and referendum”. He added that the first stage is not fulfilled. Harb stated that raising the flag on government building in Khaniqin, which belongs to Diala province, contravenes with the Iraqi constitution, as well as the valid  Law of the Iraqi Flag of 1986. Eye witnesses said that the people of Khaniqin Country raised the Kurdish flag on the roof of their houses as response to an order issued by Premier Nouri al-Maliki that stipulated downing the Kurdish flag and raising the Iraqi flag only.
