Iraq’s National Coalition charges that NCSP’s draft-law includes 10 articles standing counter to Constitution

BAGHDAD / IraqiNews.com: A Member of Iraq’s National Coalition, led by Prime Minister Nouri al-Maliki, has said on Friday that the draft-law of the National Council for Strategic Policies (NCSP) “includes 10 items that stand counter to the Iraqi Constitution.”   “There are many objections against the NCSP’s draft-law that was presented to the Parliament on Thursday, because it stands counter to 10 Constitutional items,” Mohammed al-Sayhoud told IraqiNews.com news agency,” saying that “the NCSP shall represent a new authority, side-by-side to the Presidency and the Council of Ministers.”   He said that “the first reading of the NCSP does not mean that the Parliament would pass it, because it needs a second reading and a lot of discussion, before the voting takes place.”   The Parliament had held a session on Thursday in which it listened to the first reading of the NCSP’s draft-law, pending to listen to its second reading in the forthcoming sessions, amid several blocs that opposed its content, saying that they stand counter to the Constitution and must be adjusted.   The Leaders of Iraq’s Political blocs have agreed in a meeting on 2/8/2011 to send the NCSP’s draft-law to the Parliament for its approval, along with their agreement on nominating new candidates for the Defense and Interior Ministries.   SKH (IT) 387
